XP Won't Let Me CTRL+ALT+DEL Or Msconfig

i dont know whats wrong, but when i try to do ctrlaltdel, a popup pops up saying "task manager has been disabled by your administrator." Also, when i try to do msconfig, it says "windows cannot find msconfig etc.." I'm using XP Pro. What happened??
