Help cant get into windows

My friend downloaded a load up screen to replace the default load up screen he uses Win XP pro.

When he installed it he had to run the system in Safemode to be able to put it into the system32 (or something like that) then he restarted his computer and the new load up screen came up.

Then this is where he has the problem, the computer restarts! after the loading screen has done what it does the screen goes blank and then restarts the computer and goes through the load up screen again and again. and is unable to get into windows.

I was thinking that it may be a virus and we are unable to scan because we cant get into windows, i tried to get in by safemode and the same thing happens

After hitting F8, might try loading "last known configuration."

Tried that doesnt work
Wil he have to format and re install windows?

He can try a "repair reinstall" which may get him out of trouble and leave his data intact.

edit: you don't say where that screen was downloaded from but if you friend downloaded malware then he's facing a reformat.
