need some INFO/HELP on XP

i i recently been seeing a different error page on IE when the website hasent loaded properly i think i may have d/l sommin by accident that has changed it for some reason! i was able to grap a screenshot of the error and its files location! does anyone now what would happen if i was to delete this file? or is it possible to change it back to what it usally is?
ive attached an image of the address bar of the error so you can hopefully see the location!

This wouldn't make internet explorer work, but you should try mozilla. It is an AMAZING program. It is so much better than IE and less security holes. you can get more info here
