cpy files

I run Win ME. For awhile now I would notice my computer busy and a noticeable lag would occur whenever I try to do anything. In explorer I noticed a directory named "_restore". Inside this directory is another directory with page after page of *.cpy files, some dating back to last winter. ME will not let me delete these files and I feel like they are taking up entirely too much room and are causing a performance hit on my computer. Does anyone know what they are for and more importantly how do I get rid of them and keep them from coming back?

you could also turn it off, delete the files, and turn it back on for a current back up.
