bootvis.exe no longer available?

i was reading tweak3d.net and they recommended a program called bootvis.exe to speed up boot times. But ever since a september 2003 update, microsoft states it is used only for software designers and is no longer available for download...does anyone know if they changed the program or what has happened to bootvis?
