XP administrator question

I have two accounts on my pc. I've done something that prevents me from viewing internet tool in IE. The only thing I've done today was set up an email account for the other account. It doesn't matter whether I make the other account administrator or limited user they still can access internet tools and I can't with mine, even though it says I'm administrator. I've changed something but can't figure out what. Help, can't even change home page in IE.

Are you running Spybot Search & Destroy? If so, there is an option in there to make it where you can't change your home page or settings from within IE. You have to do it in the Control Panel.
