Unhappy me to xp upgrade

I thought I'd solve my network problems the easy way, hoho
I have a Xp & me computer, I've really had network problems so I bought an XP upgrade. I just finished installing it as an upgrade.
Well folks you guessed it the damned thing doesn't work.
1. Norton anti virus didn't work Got an Error 1606 "Could not Access network location" So I deleted NAV started to reinstalled Got an error 1606 again. Went to MS knowledge base founded the error and followed the repair It states go to Regedit and HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Current Version\Explorer\User Shell Folders

Double click Common Administration Tools
In Value data of edit string type the following line
%ALLUSERSPROFILE%\START Menu\Programs\Administrative Tools
ClickExit

Anyways the Common Administrative Tool line wasn't there

Please advise as where to go next to fix this problem.

2. Next my D-Link 530TX Nic card won't work
if I ping ipconfig/all I see all kinds of my ISP data.
any suggestions

I tried most of my working programs Coreldraw, Photoshop etc and they seem to work

If anybody can help please answer this thread

Let's deal with the basic issue first:
When you say that your D-Link NIC wont work, what happens?
- is it recognized correctly in the device manager?
- XP does have drivers for it and it should be recognized

When you say "ping ipconfig/all I see all kinds of my ISP data" what did you try? ping and ipconfig are different commands entirely.
What happens when you do either
try to give us the output for ipconfig/all, type this in a command prompt
ipconfig/all>C:\ipconf.txt
Then copy and paste the contents of the file ipconf.txt from C:\ (or attach it to your reply)

Device manager says it operates
I ran network diagnostics and the adapter failed
Since last thread I get the following before it saw my IP address and also my Nic Mac #.
I just ran C prompt" ipconfig/all" and got Ping request could not find host. Please check name and try again -
I did that -got same answer
