What is it and how do I correct this. Anti virus scan, recovery?

What error messages exactly are you getting? With any certain program? What OS?
You shouldn't be having any problems with it. If you see it as a process right after you boot up then you should scan for viruses.

RUN.DLL or RUNDLL? If it's RUN.DLL you have a virus.
