security? "CreatKey failed"

I suspect a security/policy prob. since I messed with it.
Using the mmc and Sec...Analysis I reset my security back to basicwk.
No help.

Problem is; application installs error with "procedure ConvertToGlobalHandles not located in Kernal32.dll" and "SUReg CreateKey failed in Enum\network\NetTrans\Temp" plus 3 more error msgs. except third parameter changes.

Copied an older SECURITY file from %sysroot%/repair to ...confg folder. No help

Tried running Security Configuration and Analysis. No help.

Maybe this is not a security prob.?
