I have a laptop that isnt in too bad of shape but could use a hard drive reformat. I metioned this to a techie buddy and he said that just using the 2000 cd to do a repair would accomplish the same as a reformat would but save the hassle of reinstalling everything else. Is this information I got good or bad?

You can do a repair however it is not as good as a clean install and most data will remain except for Service packs and MS updates will need to be reinstalled.
