What happens if you try to remove the file?

Make sure your system is clean of viruses and spyware.

go to www.trendmicro.com for a free virus scan

download spybot search and destroy and adaware(you can find them on google.com if you do a search for either one of them)

then reboot the system, if it doesn't let you remove it then, I would boot up into safe mode and try deleting it from there.

also make sure no process is using the file, if it is being used by some process, then it will not let you delete it.

keep in mind, a txt file is just a file that can be deleted. it doesn't show up in the add/remove programs.
messing around the registry like that can cause severe problems with the operating system.

Try booting in Safe Mode, and attempt to delete the file that way.

You're welcome. I've found that booting into Safe Mode solves many of these "undeletable file" problems .

I am glad it worked for you, but I am curious as to the reason you had the problem. What was the error message you got?

It's that stupid file "~". There was a thread on it a while back. It's some kind of XP flaw/secret tracking file.

I can't remember the exact message but it was something like Can't delete it may be in use . It was in a new folder I had created on the desktop so there shouldn't have been anything in there that couldn't have been deleted.

Sounds like you need to be a bit more diligent about keeping your antivirus signatures updated, and more careful about opening email attachments.
