problem with gateway laptop

trying to install 98se on a gateway laptop but there are some problems.
fdisked and formatted disk
copied cab files to hard drive
began setup but i got one of those SU errors saying there may be compression on that drive and it can't continue.
what else can i do besides fdisking it?
this thing has the option to remove floppy drive and insert cdrom drive
bios only has a then c
c then a
c only
cdrom only
thinking about using 95b but will i have the same problem.
anyone have any experience with gateway2000 solo computers that could help me out of this puddle?

when i was getting ready to fdisk the 98se attempt i saw that the durn thing was set up as fat16.
i installed 95b and all is up and running
