Question Desktop property disable

I have applied a folder redirection group policy from the domain server, windows 2003 server, am OU group. My question is, why is it also preventing users the ability to access the client computer's desktop property and change the theme? The exact error is:

This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.

When I checked the gp on the domain, nothing has ben enabled except the folder redirection section only. I also checked the gp on the local machine and nothing has been enable as well. I am sure it is something in that domain group policy. I moved a user from the default Users group to the OU that I created that contain the folder redirection policy and that particular user is no longer able to access the desktop property. If I moved the user out of that OU to the default Users group then he is able to access the desktop property again. But I'm sure I did not have anything besides the folder redirection policy enable in that gp. Please if anyone has any idea, I will be very grateful.
