Question XP Won't shut down

K my wifes system with Win XP will not shut down or restart via the normal method, with going to start clicking shutdown or restart, i have been able to get it to shut down by logging off the user then clicking shut down, whats wrong? how do i get it back, also i cant get it to run my norton system works anylonger from the shortcut icon on the desktop or form the list in the start menu, i can seem to get to the individual programs to run seperately but i dont get the norton systemworks thing to work, i know that prob didnt make any sense, it the tool that norton uses for you to get to all the programs.

Does she have an admin or limited account ?
If she has a limited account then probably she hasn't the right to shut down the PC. Go to administration, then to something like "local security rules" and check that shutdown is enabled for her account.
