windows me startup disk on xp

I came across a site awhile back that had downloadable files for creating startup disks for OSs. Was wondering if anyone might know a similar site? I'm trying to install winME on a computer but do not have a startup disk.....so is there a way i can create one on this computer using XP?

You don't even need one. The Windows ME CD is bootable.
Just boot from the CD to install Windows ME. You need to run FDISK and FORMAT before installing, though.
