Blocked access to BIOS settings??

Apologies for any bad descriptions here, i'm a new user. Problem with a computer built by a local shop, appears they have put some sort of cover over the access to the bios settings when i start up the computer.

Instead of seeing the option to enter the Bios, (i forget, is it push 'F5' or 'del' normally?) a picture appears which masks these options. A friend suggested this was done by the maker to stop anyone getting to the settings. Does anyone know if it is possible to get around this at all? I am looking to format the computer and need access to these.

I have a picture too but I can still get in by pressing del. You should also have a option to remove it in the BIOS.
