Can't Find Recycle Bin Contents

I'm using Windows XP Pro and by default everything I delete should be going to the recycle bin. Sometimes the recycle bin shows no contents. The files I am deleting are small enough to be deposited there. What's Up?

My problem isn't unique, although not commonplace. I found a possible solution here:

That is interesting. I have had that happen to me, and I did not know how it happened. If it works the same way in XP, I wonder why they only say it pertains to Win 95 /98 and NT. They last edited the article in Dec 2003. You would think they would mention XP.

It was the best I could find. I did a searach of my hard drive and found two Desktop.ini files C:\Windows and C:\Windows\System32. They were both blank. I just copy and pasted the that notepad edit onto both of them.

The Recycle Bin appears to be functioning correctly now. Or, at least I can see files in the BIN. But it was always an intermitten thing before.

I was trying the command line stuff. My computer XP Pro didn't know what I was taking about. I was never good at command line.
