Minimized pages pop open

My PC is operating with 98SE and all the updates, P3-800 and 256K DDR Ram.
Problem: I minimize a window, no problem. I click on a shortcut on the desktop and the minimized window pops open, it disappears and the new shortcut window opens.

If Ijust open Windows Explorer, the minimized window stays minimized. It only pops open when I try to go to another URL.

If anyone out there knows how to solve this problem, please, let me know. Thanks

. . . I started to look at this one over the weekend, then ran out of time . . . haven't forgotten about you, though. I should have a little time tomorrow. . .

. . . are the shortcuts mostly for webpages?

Gary,
Thanks for the inquiry. Let me clarify - clicking on shortcuts to webpages are the ones that cause an already minimized webpage to pop open. Clicking on a shortcut to Windows Explorer or to open a software program in my PC does not cause the minimized window to pop open.
