Does it completely interrupt the Win98 setup? Or is the error on later reboots?

If it's interrupting Setup, that seems like a corrupted file. You can check your CD for scratches, smudges, etc. And since a failing hard drive or memory can cause data corruption, you can test them too [use the hd manufacturer's diagnostics, and for the memory, you can try http://www.simmtester.com]. If you have a manual around (or can find one on the internet) for your motherboard, enter Bios Setup & check that the Bios Settings are OK (bad settings in there can cause trouble). If you are overclocking, try stock settings. If you suspect your Cd-drive might be at fault, you can try another: or try copying the Win98 files onto the hard drive first (you can slave the hard drive in another computer first if you want to try that). Then with the drive back in it's original box, run Setup from the C prompt.

If Setup completed OK, and you can make it to Safe Mode, try using the System File Checker to replace that file [checkmark the box "extract one file from disk"]. You can start that program from Start/Run & type in "sfc" without the quotes. It's also in the Tools menu of System Information in Accessories/System Tools.

If none of this helps, let us know & we'll look for alternatives
