I can't tell you for sure what's happening, but I can tell you where to look. %JUPITER.DeviceDesc% looks like a variable from an .inf file. These are stored in your Windows directory in a folder called 'inf.' The folder may be hidden, so you have to tell Explorer to show you hidden and system files. Inf files are just text, so you can search that folder for files containing the text "%JUPITER.DeviceDesc%". Other info in the inf file that you find might give you a hint at which hardware or software device is giving the headache.

Another path to follow is to search the Microsoft Knowledge Base (KB) for the text "The service cannot be started, either because it is disabled or because it has no enabled devices associated with it. " Since this looks like a standard error message.

Good Luck.

The message you're seeing is a Prolife Technology's USB driver for the USB flash. the failure occurs from time to time, and your Run/RunOnce registry section shold contain Jupiter.exe.
This file supports protected USB discs.
