WIN2K Boot Problem

I tried to fix a friends PC today with no luck. When it cold boots it hangs after the services are started. The screen is default windows blue and no desktop appears. I can ctrl alt delete with no problems. When I select restart it boots no problem. So I have issues when cold booting but not warm booting. Any ideas out there? Is it a virus?

TY

Probably have something loading that's causing it.

msconfig from WinXP: Ripped from WinXP, can be used in Win2k

That was one thing that I wanted to try but I had no time. But wouldn't that cause problems every time it boots?

I just read some forums somewhere else with the same symptoms. One recommendation were to run sfc /scannow from the run command. Another said the problem was fixed after the NIC was re-seated. Sound like possible remedies to anyone. I can't test it cause I do not have the computer in front of me.
