Cleaning up XP Temp folder?

Is it wise to clean up Win XP Temp folder?
It contains history, temp internet files, cookies folders and three other 'temp looking folers' (_ISTMP1.DIR, WER1.tmp.dir00 & WMFA).Also has some MS-DOS app such as autoexe, command, mouse... Then rest are approx. 70 temp files, such as zlta.temp, zltb.temp, etc. Most temp files are 1kb size.

My questions are two;
1. Can I just delete these 1kb temp files?

2. Some of them are higlhlighted in blue color while the rest are normal black as this writing you see. Why is that?

well the last ime I did that was because there was over 60000 files in there and was slowing things down.
cleaned them out and I had to log-in to some sights, but other than that it helped my system faster and avg is also a lot faster too.
just don't delete anything else.
in toolls you can do a disk clean-up

You can safely delete every file and folder in there that will delete if you do it after a fresh reboot.
