Question Can't delete file. Need help

I downloaded a file from Microsoft comctlzp.exe. After installing it, i want to delete the file casue i dont need it anymore cause it is backed up on disc. It says that the file is in use and cannot be deleted. I rebooted and tried again but it still said the same thing. So I tried to do it in safe mode. Still says the same thing. I looked in the task manager to see if anything is running in it that is similar to comctlzp.exe. Nothing. Not even any services running that looks like it. I am stumped. Please help.
