Unhappy xp problem

I have a windows xp system when I try to log on to the internet It gives me a syntax error! It opens windows explorer, the Address bar has a bunch of garbaled numbers and percent signs on it! Iwent to try to change the home page in the properties and it will not allow me to? I also can not change any of my user settings ,I can not change my name icon or even delete user profile? any ideas plese help!
