"Connect Broadband Connection" popup

In Windows Vista 64, there is a window that randomly keeps popping up. Each time it does pop up, my internet connection dies. The window is called "Connect Broadband Connection" and it wants a user name and password. By closing out the window, it resumes my internet connection.

I dont want to give it a username and password because I dont know if that will make things go from bad to worse by constantly having to feed this box a username and password each time it pops up in order to keep an internet connection.

It is very annoying because there is no checkbox to make it permanently go away. It will randomly pop up behind other open windows so I have no idea it is there while simultaneously killing my internet connection.

Is this some sort of security nonsense? I don't know who is more paranoid, Microsoft or the Department of Homeland Security.

How do I make this popup window go away forever?

Edit: I found the answer. IE is trying to dial out and you have to open IE, go to Tools/internet options/connections and then check the box that says "never dial out".

Go to Internet Explorer, Tools, Internet Options, Connections. About halfway down, be sure that "Never dial a connection" is selected.
