Java and Vista problems

I have tried to get java to work on my Gigabyte Notebook and its still geiving me problems. Some of the java aps run with out a problem and others that I need don't.

Opening the DOS Command Box and typing "Java -Version" should get a response, it don't other than the preprogrammed "Bad Command".

Double clicking on the shortcut to PcGen get the dos box to appear for a second then close. Going to the file and clicking on the associated .jar will open the file, but there is not enough memort assigned and making a .bat file to start off gets the afore mentioned "get the dos box to appear for a second then close".

I am just about to the point of replacing the Vista on this new from the manufacturer with a copy of XP that I don't have a problem with.
