won't reboot

First of all let me say I'm not familiar with windows vista as my computer is running win xp. The problem for you vista experts- My sisters Dell computer was on and running a windows update configuration when she experienced a power outage. When power came back on the computer went to a windows did not start properly screen and gave them the option to repair or start nomally. She followed instructions to repair but screen went blue with a stop error. I tried several times to boot computer even into safe mode but it kept looping into this stop error screen. I even put the vista disc in to reload or repair vista but it still loops into the technical stop screen. Any ideas from you gurus out there would be so appreciated!! Sorry about the lenght of this post but I wanted to be as specific as I could about the problem. She has no recovery disks just the install program. If I could just get to a commd. prompt screen.........

Google the STOP 0xx error code and see what turns up.

If it bluescreens when not booting from the hard drive, you have a hardware problem.
