I think you can still download the beta Win 7,but not much longer. They are ready to stop beta testing.

The release candidate is still available for download until August 20th. The earlier beta has already expired.

If you are looking to test it in an IT environment you can subscribe to Microsoft Technet. I am currently running Windows 7 RTM legally. I only have 10 activations, but I like the OS so much I plan on buying it in october. It works great on VMFusion on my 13" Macbook Pro. I want my beta fish desktop picture back though...
