Windows Mail Toolbar Buttons Disappeared

A friend's Vista-based computer keeps losing the icons and words in the Windows Mail Toolbar -- I had him use the customize feature and put them back in and the next time he brings up Windows Mail, the blue Windows Mail Toolbar is totally empty.

In Googling the issue, I was surprised to find that, unlike XP, there is no way to do a reinstall of Windows Mail.

(forgot to ask him the brand, but I suspect a Dell)

Suggestions/opinions would be appreciated in how to get his Windows Mail Toolbar to keep its icons.
