Vista Explorer Constant crash (Start Bar)

well I'm using windows vista on my fiance's laptop and it's the home premium version or something like that and I'm having a SERIOUSLY annoying problem. The entire bar at the bottom of the screen, the start, task bar, and clock the WHOLE thing will lock up and require me to restart it. It's telling me that explorer need's to be restarted. So it'll do it's thing and lock back up again. This happens on average about 15 to 20 times daily. This never used to do this, this is a new symptom, I ran a virus check, I got nothing, I ran a bot check and got nothing. I've checked online for some solutions and got no where. Need to solve this problem.

I've disabled previews on the bar it self but that didn't help either.

What are the specs on the laptop?

Have you tried a system restore to before this started?

Tried the following but to no avail, I'm going to try and system repair using the restore disk that came with the computer.
