gateway t1616 wont boot cd

Hi, im trying to fix my freinds notebook computer, by putting a new OS on it because it says no operationg system found. But no matter what OS cd i put in there xp 64bit to vista 64 to win7 it just wont boot or give me the option to boot after about 10 mins it says no operating system found.
so i went into the bios to check out boot priority, the cd was first then !PCI BEV: Realtekboot agent with the ! behind it and thirdly the hard drive.
so im assuming theres something wrong with the boot agent and im not to sure what to do can anyone help?

also when i put any OS cd and go to boot priority suddenly it says there is no harddrive?

...i got it started with networking and command prompt only is there a way to format from command prompt and would that be safe? i think vistas boot agent is preventing me from booting an OS cd but i could be wrong.

Ok cancel everything above,

my freinds gateway t1616 wont boot windows or any OS cd, even with the hard drive removed, does that mean its garbage? or is there a way to reinstall bios or update it?
