Windows 2008 RDS Cals

I'm a little confused on what is required to setup a Windows 2008 Remote Desktop Server(aka Terminal Services Server) in regards to licensing.

I have searched and read lot of things on Microsoft's sites but it still isn't clear to me. What I believe I found is for a single 2008 RDS I need the following:

1 - 2008 Server License
1 - 2008 Server Cal per user/device
1 - 2008 RDS Cal per user/device

Would I really need two different Cals to be legally licensed? It seems redundant.

Additionally, if the user or device is accessing or using the terminal services functionality of Windows Server, a RDS CAL is also required. The quote seems to answer your question. Additionally, if the user or device is accessing or using the terminal services functionality of Windows Server, a RDS CAL is also required.
