Startup failure - Vista - Packard Bell

I have a Packard Bell running Windows Vista which 9 times out of 10 fails to boot when turned on. It gives a longer beep than normal and you can hear it start but the screen remains blank. Windows startup repair cannot repair the problem. Any suggestions as to what may be causing this or how I might solve it?

Look on Packard Bell's web site or the web site of the BIOS maker for their list of BIOS BEEP Codes. The beep codes will tell you whats wrong.
