Pissed Can't install JAVA with Windows 7

I can't install JavaSetu6u17-rv. I get the message: "This installation package could not be opened. Verify that the package exists and that you can access it or contact the app. vendor.." Microsoft says to reinstall "Windows Installer" but I can't find one that will work with Windows 7. I checked and there is no Java installation to uninstall. I'm running Windows 7 Enterprise 32 bit. Any ideas? Thanks. Zion Frost
