Remove Windows from old partition after installing on another

A friend of mine had his PSU die. He sent it back to Thermaltake and they sent him a new one. After he got the new PSU his computer wouldn't completely boot up. It would go to a black screen before ever getting to the logon screen. The Windows 7 black screen fixes that are all over Google didn't help and it would not boot into safe mode. He has a lot of data on the drive that he did not want to lose so I told him to install Windows on the second partition. He has done that and it is now running fine.

My question is, can he safely delete the "Windows" folder on the old C partition (now set as drive F)? Would the boot loader still be on that partition or is it part of the new OS installation?

Last time I came across that situation, I didn't want to chance deleting the partition. Instead, I deleted everything but some of the system files at the partition's root, and shrunk the partition down to something like 50MB with a gParted boot CD.

However...If this was a Win7 "upgrade" from XP, I might lean more towards it being safe to get rid of.

It wasn't an upgrade. It was the same clean install copy of Windows 7 Home Premium 64bit that he has installed now. He doesn't want to get rid of the partition, rather remove the Windows files. Is there anything other than what is found in C:/Windows/System32/Boot?
