splat Cannot open files or run programs! Help!

When I open a file on my computer, such as an mp3 or an avi file or a shortcut for a program, i get a window that says "Choose which program you want to open your file with" and lets me choose between the programs I have installed.

This is strange because it does so with EVERYTHING, including files that are already associated with programs (mp3->winamp, avi->wmp...etc) as well as with shortcuts for winamp and wmp and games...etc It also does it with .exe files so I can't install any programs. I can basically only open forlders.

To make the problem clear, here's an example:

I go to my desktop and double click a music file (michael jackson- smooth criminal.mp3)
I get the "open with... window" then I choose winamp cuz I have no choice
Winamp appears, but instead of playing the song, it's loaded with winamp.exe instead.

the same for windows media player and other files.
please help, i must be missing a file from my windows or something. the last thing I deleted was av.exe from system cuz it was a spyware or something.

Biit into Safe Mode with networking....Download and install and run this:
