block installing programs and web stuff

Anyone know I should or could go about completely blocking the installation of specific programs and web games?? Its would be for 7 pro, and i already checkd out the included parental controls but it was not much.
I need to be able to block crap like utorrent, limewire, and the crap online games like iWin etc. This 13 year old continues to destroy her PC and her mom brings it to me to clean up like almost monthly. Her kid does NOT get it!
So I want to block her...what programs can you recommend (if any)

Win 7 has the UAC (user access control) that works well for situations like this. When added to a very limited GUEST type account - the 13 year will wont to get a job and hget his or her own machine
