C:Windows.old---Is It Necessary??

I upgraded my Vista Home Premium with Windows 7 Home Premium last October and have a 17.2 gig file C:Windows.old. Any scan that I perform takes a long time because of this file.
Is this something that can be safely removed or deleted?

That should be your archived Vista installation. As long as you backed up all your personal files before the upgrade and you have no intention of going back to Vista, you should be able to delete that file.

I wouldn't go back to Vista now that Win 7 is running so much better and faster.
I put all of my personal files on cd's so no problem there.
I'll delete the file and see what happens.
