Change Windows 7 home premium language

Hey guys
A family member of mine recently bought a Gateway Laptop with Windows 7 Home Premium installed and He'd like to change the interface to Spanish. I've done some research and found out that MUI packs are only available for Ultimate and that LIP are available free for any version but I can't find the download anywhere. His build is 7600 if that helps.

I also thought you had to be running Enterprise or Ultimate to get the MUI pack I hadn't come across LIP deal.

If you wanted Pin Yin you might have a problem but I'd bet Spanish is in the pack.
