Vista SP2

I'm working on a Toshiba A215 laptop, with 1gb of ram, a 1.6 AMD Turion, running Vista 32bit SP1. When trying to install SP2 receive error code 0x800b0100 no_e_signature. Ran system update readiness tool, and found in checksur log:
Unavailable repair files:
servicing\packages\Package_for_KB981793~31bf3856ad364e35~x86~~6.0.1.1.mum
servicing\packages\Package_for_KB981793~31bf3856ad364e35~x86~~6.0.1.1.cat

I've run sfc scannow, tried downloading standalone update, and tried installing in safe mode, but nothing has worked. KB981793 seems to point to a windows time zone update, but when trying to install that, windows update says it doesn't apply to the system, and won't install. Any help would be appreciated.
