How to switch on Windows firewall

Hi,

Due to a dongle that I was trying, it instructed me to switch off my Windows firewall and deactivate my Norton antivirus.
After doing so, I was able to view the contents of the dongle.
However, when I tried to re-activate my Windows firewall, I was not able to.
The smart fire wall in Northern antivirus is on though.
I suspect, the dongle comes with a Trojan.

Is it due to the Northern firewall that is on that is the reason I am not able to switch on the Windows firewall?

Please help.

The Norton AV will disable the Windows Firewall. If you were to remove Norton (like I always do...hate that software!!), you could then enable the Windows Firewall.
