Question Which file saves Windows 7 logon/logoff/shutdown messages

As I know, Windows XP saves logon/logoff/shutdown messages in %Windir%\system32\winlogon.exe. I can open it with eXescope and see these message in Resources→Stings→106, such as "Windows is booting", "Windows is shutting down".
So in Windows 7, which file saves these message? I wanna modify it.
