how to run reinstall drive

brain hiccup on my part. Hubby's dell laptop is locking up and having issues. I need to reinstall from the D drive from Dell. I did the CTRL F11 but it doesn't give me an option of reinstalling from D drive. I can boot to safe mode with command prompt and get to the d drive. when I do dir i get this:

DELL (2008)
TOOLS (2008)
WINDOWS (2010)
and a couple of other directories.

for the life of me I can't remember how to get into the directory to start the reinstall.

would appreciate any suggestions or other methods of doing a complete reinstall of c drive and vista and leaving the d drive as is.

If it's a Vista or Win7 machine, you should be able to enter the Windows Recovery Environment by pressing F8 at startup (prior to Windows loading).
It's the same screen that allows you to enter SafeMode but at the top is an option to Repair Your Computer.

it tells me there is not a backup to restore from
