Win7 continually reboots after shutdown

I installed a fresh copy of Win 7 Pro in a HP6000Pro SFF computer and looks to be a good install. I installed all the drivers from HP and all is working well.
My problem arises when I shut it down,I click the shutdown,it goes through the motions,it stops working,cuts the monitor feed, then after a couple of seconds the unit will spin back up and restart.It just wont shut down.
Any ideas will be appreciated.I had already validated the copy with Microsoft,and If I have to listen to that computer voice again I might go crazy,let alone the BS of calling....TIA
HP Compaq 6000 Pro SFF
2gig DDR3 memory
The only thing installed it the OS with drivers.

Go into the bios settings and turn off all "wake" events.

I shut all wake events off-and still the same thing.Usually about 5 seconds after the monitor signal stops you can hear the hard drive kick in and up she goes..

Check the power ON switch, it might be shorted. If you don't have an ohmmeter to check the switch, you need to trace the wire from the switch to the Mobo and disconnect it on the mobo. If disconnecting it solves the problem, the switch is probably shorted.

I went ahead and reloaded Windows,gave up,said the heck with it.Sometimes that may be the best thing to do,its running flawless.Thank you all for the help,I so enjoy the forum and the help I have been given.
