Internet Options > Connexions > LAN Settings.
Make sure anything under "Proxy server" is unchecked and that "Automatically detect settings" is checked. Then try to load a page. This is usually related to virus activity. Do a malware scan.

Time to run Malwarebytes' Antimalware and clean out the contents of your Temp folders.

The malware set a proxy and the removal didn't set it back.
