(various) Boot Up Problems

First, what started it:

System became extremely slow and various apps simply went into "not responding" with the usual dimming of the screen. I had been playing CIV V earlier and (for some reason) after playing it, anything heavily graphics seems to be slow so I assumed this was the usual problem and I just needed to reset by rebooting. However, START --> RESTART was ignored, too. Finally, I gave up and pressed the recessed reset button. Then, that's when the problems REALLY began.

The system would boot to where Windows 7 (Home Premium 64bit) had the 4 colors fly in togehter and 20-30 seconds after that, the system rebooted itself.

So, I interrupted the flow and tried to boot in safe mode (ANY of them) but at loading CLASSPNP.SYS, the PC hangs and then reboots itself.

So, I try a Windows 7 Repair. When it boots from a CD and finally offers me a choice to REPAIR, I click it, the writing clears on the screen (leaving that familiar blue with some flowers or something on it) but no window/text (that says it's searching for a Windows 7 installation) ever appears to ask me which OS to repair. It just sits there.

So, I can't BOOT, can't SAFE BOOT, or REPAIR.

I unplugged wireless mouse, both printers, memory card reader, and tablet. Have USB KB plugged in, monitor, speaker cables, and network cable in.

Can't remember all my specs but here are a few things:

16 GB RAM; Diamond 5890 graphics card (?); Crucial 128 GB SSD ("C"); ASUS P7P55D-E Motherboard; Intel i7 processor...

(going to search for my build here and update the specs).

Thanks in advance for any assistance.

Video:

Video card: DIAMOND 5870PE51G Radeon HD 5870 (Cypress XT) 1GB 256-bit GDDR5 PCI Express 2.0 x16 HDCP Ready CrossFire Supported Video Card w/ATI Eyefinity $420
http://www.newegg.com/Product/Produc...82E16814103084

(it's always been a bit suspect since receipt because the nature of the shipment from the vendor looked very crumpled and kind of repackaged but it's only ever bothered graphic functions, not booting)

Well, deciding I would probably be locked into reinstalling Win 7 anyway, I tried that and even that fails. Loads files and when I choose to install Win 7 (English, etc.), it just says Setup is starting... and the hourclock just spins. 10 minutes now...

So, any ideas, anyone?

I have changed to a different mouse, have a KB hooked up, and monitor. That's all.

The memory checks out during POST.

At this point, I'm not even sure I'm in the right sub-forum or not. (so someone can move the thread if they figure so)

Swapped out the graphics card with another one--same problem.

Pulled and roated memory--same problem.

Reseated SSD and various cables--same problem.

So, if I had a virues, I should be able to re-install. But I can't even do that. So, it's looking like a H/W problem of some sort but I don't know how to isolate. Processor? Mobo?

Pardon me for asking (since the sites they're on don't mention instructions on how to run)...but do these somehow boot and run from a flash drive or something? I know you read my problem so you know I can't boot the computer to anything where I can kick off a program. Do you know how these run?
