win7 administrative actions do not apply
a computer came into the shop. there was a problem with driver recognition of new usb drives. i figured out that the problem lay with the intcache.1 file not updating itself.
however upon further searching i realized that no administrative functions work. disk managment doesnt update itself, can't install drivers, updates. i created a new admin account- same thing. even programs that no be "run as administrator" say that i didnt do so. win 7 64 bit, no sp installed.

Have you done a virus scan?
You could also run the command "sfc /scannow" from a command prompt to check the system files. Needs to be done from a prompt with admin privileges so I'm not sure if the issue will allow that.

Did you scan for a root kit? Try using TDSSKiller.
