win7 administrative actions do not apply

a computer came into the shop. there was a problem with driver recognition of new usb drives. i figured out that the problem lay with the intcache.1 file not updating itself.
however upon further searching i realized that no administrative functions work. disk managment doesnt update itself, can't install drivers, updates. i created a new admin account- same thing. even programs that no be "run as administrator" say that i didnt do so.

win 7 64 bit, no sp installed.

Have you done a virus scan?

You could also run the command "sfc /scannow" from a command prompt to check the system files. Needs to be done from a prompt with admin privileges so I'm not sure if the issue will allow that.

sfc says that everthing is ok. av scan is cleaned out a java exploit. im thinking it went deep cuz i saw pagefile.sys in the file.

When you say you can't "can't install drivers, updates" .... what does/doesn't happen when you try? Are you getting any sor of error message?

updates just throw an error message. driver updates "do not stick". it says finished and then the driver doesnt get applied
