Sever Issues with 'Corrupt files' or 'CRC Errors in Self-Extracting Archives' - W7

**SEVERE** not server, my mistake when typing.
I very recently have reinstalled windows and right off the bat after installing the Skype software attempted to install the AVG anti-virus, and I had gotten an error after a brief view of the self extraction progress bar stating 'Corrupt Files' with the only option to press 'Okay'. After several attempts at installing this software the same error message appeared.
After I had given up on that, I tried on another .Exe file, the java JDK system and during the installation process the software shutdown because of a 'Corrupt File'. I had deleted my previous partition and installed a different copy of windows to get rid of the problem, because before this I had this problem on Windows 7 Ultimate and 8/10 of all Executable files that I installed stated that they were corrupt or damaged in content. I have installed windows 7 Enterprise less than twenty minutes ago and these problems already seem to have begun plaguing me again, I am just wondering if anyone else has had this issue and if there is any way to fix it?

I would run diagnostics on your ram and your hard drive.
