Internet Explorer 8 on Windows 7

Ok I googled this issue up the wazoo and everybody says the same bloody thing.

I am fixing a friends PC, it has infecting viruses, adaware, spyware. Lets just say it was a mess. Well I think I fixed all that.

Internet Explorer 8 will not connect to the internet. Firefox on the other hand will! Something is interfering and I can't seem to figure out what it is exactly.

Any ideas?

1. Click Start, please type "inetcpl.cpl" (without quotation marks) in the Start Search bar and press Enter to open the Internet options window.
2. Switch to the Advanced tab.
3. Click the Reset Internet Explorer Settings button.
4. Click Reset to confirm the operation.
5. Click Close when the resetting process finished.
6. Uncheck Enable third-party browser extensions option in the Settings box.
7. Click Apply, click OK.

You may have to do something like a Windows startup repair or even a complete reinstall.

I tried everything on the above troubleshooting website...

I broke down and reinstalled the operating system. It all works now!
