Can someone pls advise

what with this administrator term , I bought the parts i built the comp , who is considered the administrator thats keeping me from downloading software , hmmmmmm I dont know who this is I wish they would tell me and reemburse me for expenses> TIA

When you installed the OS, you were asked to setup an Admin password. If you forgot it, you may need to reinstall the OS.

Or you might want to consider turning down the UAC (user access control) setting to not be so strict.

Control Panel->User Accounts
